Public Security Construction

Public Security Construction (公安建设) is a classified serial publication produced by the Ministry of Public Security of the People's Republic of China.

History

The inaugural issue of Public Security Construction appeared on 30 June 1950, and contained a "mission statement" written by the then Minister of Public Security, Luo Ruiqing. Like its ministerial sister-publication People's Public Security for ordinary police officers, it did not appear for a number of years during the Cultural Revolution, and its last issue prior to suspending publication on 16 September 1966 was # 630 (the exact date on which it resumed publication is not known).

Distribution

In the 1950s and 60s, it was normally distributed to readers on the county and PLA regiment levels, and did as such reach a significantly wider readership than Public Security Work Bulletin which was only distributed to an elite readership on the provincial and PLA corps levels. Its contents normally consisted of ministerial and sub-ministerial policy documents, speeches by senior public security officers, reports on significant developments in China's provinces, and large municipalities. During the second half of 1957, it circulated what today amount to historically important reports on the unfolding of the so-called Anti-Rightist Campaign. At the height of the post-Great Leap Forward famine, on 18 March 1961, in an issue (# 415) distributed only to the prefecture and PLA division levels, it reprinted in extenso "Visiting Relatives" (探亲记), a long and remarkable "letter from the masses" describing in horrifying detail the situation prevailing at the time in the province of Anhui.
