Finn Kelly, played by Rob Mills, will make his first screen appearance in March 2017.[2] Mills hinted at his casting by posting a series of images on social networking website Instagram confirming his move to Melbourne, where the show is filmed.[3] His casting and character details were officially announced on 15 November 2016.[2] Luke Dennehy of the Herald Sun reported that Mills had begun filming his first scenes during the same week.[4] Mills revealed that his character's storyline would last for four to five months.[5] Of joining the show, Mills stated "I can't wait to get started on the show. As a youngster, I played baseball just behind where Ramsay Street is located and I thought at the time, how great it would be to be on Neighbours, and now it has happened!"[2]

Finn is "a progressive and respected school teacher", who will join the staff of Erinsborough High after being hired by Susan Kennedy (Jackie Woodburne).[2] The show's executive producer, Jason Herbison, called Finn "a really intriguing character", who has some unexpected secrets.[2] While Mills commented, "Yeah he's got a few secrets, some that will end early and some that will end a little bit later."[5] Network Ten producer Claire Tonkin added that Finn would be charming and have "an unexpected agenda".[6]
