Cadet College Wana (CCW) is residential educational institution located at Wana, South Waziristan Agency. Wana is a historic town of South Waziristan Agency 140 km northwest of Dera Ismail Khan, at an altitude of 4850 feet above sea level. It enrolls students in Class 8th aged between 12 and 14 years and provides Secondary School (SSC) and Higher Secondary School (HSSC) Certification. The students called "cadets" usually graduate after a five-year stay at the College.

Genesis

The decision for establishment of six cadet colleges in Federally Administered Tribal Areas (FATA) was taken during a meeting at Governor's House Peshawar on August 27, 2008. The aim of this initiative was promoting quality education providing better educational opportunities to the youth of FATA. In pursuance of this decision realizing the importance of education in overall development of South Waziristan Agency Chief of the Army Staff (COAS) General Ashfaq Pervez Kayani announced the establishment of cadet College Wana on 15 February 2010 while inaugurating the Tank-Gomal Zam-Wana Road at Tanai. The responsibility was taken on by the Army as a self assigned obligation to fulfill the dream.

The formal approval to open a Cadet College at Wana, South Waziristan Agency was given by Prime Minister of Pakistan Syed Yusuf Raza Gilani on 5 Nov 2010 in Parliament House. Islamabad. This decision was taken in a meeting with the Governor Khyber Pakhtunkhwa Awais Ahmad Ghani. The purpose was “addressing the problems of the people of this area by providing better education facilities to tribal youth”.

In pursuance of the Prime Minister’s directives Cadet College Wana (CCW) starting functioning on 4 April 2011. The temporary campus of the college was set up at the under construction Girls Degree College, Wana. This Degree College was completed on a break neck speed with assistance from Pakistan Army Engineers from IXth Division. The major assistance during this phase was provided by FATA Secretariat through Secretary Administration and Coordination, FATA Secretariat Muhammad Abid Majeed.[1]

The major work as Project Director was carried out by Brigadier Muhammad Asif, Commander Artillery 9 Division and his staff. The General Officer Commanding (GOC) of 9 division, Kohat, Major General Rizwan Akhtar has said that a new cadet college has been established in Wana, the headquarters of South Waziristan Agency, on the demand of local elders. The institution would be administered by the army`s 9 division, headquartered in Kohat and Wana. The GOC said in a statement that the college had been initially started in the building of degree college and soon the students would be shifted to own building. He hoped that the college building would be completed by next year. The work on the new building has commenced already commenced during October 2011.

Inauguration

Cadet College Wana was inaugurated by Chief of Army Staff General Ashfaq Pervez Kiayani on 23 Jun 2011. In his inaugural address General Ashfaq Pervez Kiayani reiterated the purpose of this institution as “providing more opportunities for quality education for tribal youth”.[2] The first batch of 50 students was selected prior to inauguration with more admissions planned at regular intervals. A Jirga of the Mahsud tribal elders offered to donate 100 acres of land for the construction of a cadet college 11 August 2011. By 17 August 2011, General Officer Command (GOC), South Waziristan Agency, Major General Rizwan Akhtar Tuesday in an impressive ceremony distributed an amount of Rs 120 million among those persons of Khojal Khel tribe who provided 800 kanal land for the college.[3] On 17 August 2011, the President of Pakistan, Asif Ali Zardari, under Article 247 (5) of the Constitution of Islamic Republic of Pakistan, approved and signed the regulations for “Establishment of Wana Cadet College in South Waziristan Agency” as advised by the Prime Minister in terms of rule 15(A) of the rules of business, 1973. The President also empowered the Board of the Cadet College to make rules, with the prior approval of the federal government, for carrying out the purposes of the regulation. The rules are also to be notified in the official gazette.[4] These regulations now empower the Board of the Cadet College Wana to make rules to provide for the procedure for its meetings, custody and disbursement of funds, procedures for recruitment of the Principal, teaching staff, officers and servants of the College and Board as well as the manner in which the executive committee and standing committees shall be constituted and the allocation of functions to them.

History

The importance of a Cadet College and its effects on a region were demonstrated by establishment of Cadet College Razmak in North Waziristan Agency in 1978. Being desirous of change, setting up a Cadet College for South Waziristan Agency became a cherished goal for people of this area. The enduring desire of local tribes was acknowledged once “Operation Rah-e-Nijat” (English: 'Path to Salvation') was successfully concluded by Pakistan Army.

Organization

Board of Governors. The college is financed by the Federal Government through FATA Secretariat and run by a Board of Governors. The Governor KPK is the Chairman of the Board with the General Officer Commanding 9 Division as the Vice Chairman. The Board of Governors has thirteen members out of which nine are ex officio while two each are reputed academicians and philanthropists nominated by the Board for a period of two years. While the Board of Governors exercises influence on all major decisions, the Vice Chairman, due to his physical presence in the area, is the main decision-making authority.

The Principal works as a Secretary to the Board and is responsible for the administration of the college according to the rules laid down by the Board.

College Administration.

The College Administration consists of an educational faculty, military instructional staff and ministerial and administrative staff. While the Principal heads all three components; each has its own departmental head. The teaching staff is arrayed as per educational departments each headed by a senior member with a Deputy Vice Principal (Academics) responsible for overall coordination. The Military Staff is led by the Adjutant of the rank of Major or Captain. The administration setup has a Deputy Vice Principal (Administration).

Major Sheraz Shah (AC) was the first Adjutant of Cadet College Wana who served from June, 2011 to December, 2013. The current adjutant is Major Muhammad Imran Mandokhail.

The students have a fairly routine outlook of academics interspersed with curricular, co-curricular and extra curricular activities.

Winters

The academic year starts in mid February after an eight weeks winter break catering for the harsh winter of Wana. The First Term remains focused on academics with an emphasis on preparations for the Annual Higher Secondary and Secondary School Certification examinations. The new arrivals, in Class VIII, are also received in this term, usually by mid-March each year. The emphasis is on completion and revision of curriculum as well as send-ups for the annual board examinations. Sports, nevertheless, remain compulsory. The First Term usually ends by end May.

The Second Term is called as the "Co-curricular Term" since the focus, apart from academics is on inter-House competitions. Intensive in physical and intellectual spheres, this term provides opportunities for cadets to try out their latent talents. The competitions are divided into Sports, Debates and Intellectual Competitions. The first category includes football, basketball, volleyball, cricket, baseball, athletics, cross country running and indoor games. The second category has Morning Assembly Speeches on assorted topics as well as debates and public speaking. The last category allows for general awareness. Various Clubs and Societies also commence their activities in this term. In Academics the emphasis is on covering of maximum course syllabus. The Second Term ends in end August.

The Third Term commences in early September and ends in mid December. The three months are a mix of academic and co-curricular activities. On the academic side, the aim is to complete the curriculum allowing students to revise and commence preparations for annual examinations. On the co-curricular aspects, the Clubs and Societies complete their assignments and present the "Annual Clubs and Societies Exhibition" open to the denizens of Wana. The final event is the "Annual Parents' Day" showcasing a wide variety of activities.
